What is the correct locale to use for Spanish in Spain?  At the moment
es_ES is used, but I suspect es_ES@euro should be used instead, to
make sure ISO-8859-15 (with the euro character) is used instead of
ISO-8859-1.   Anyone know what the correct value should be?
