[Devel] import of userlist

I've started to add support for adding user from file. I've got one
sample with just "common names" for the users. The list is in the form

Johansen Jarle Osmund;
Reinholdtsen Finn-Arne;
Vågen Petter;

What I've started is to add support for other columns, such as
username, password, file groups. It should be no problem adding net
groups also, but thats for later (I need to understand the concept
first). 

The admin starts of by choosing a file (locally), which is uploaded to
the webmin module, parsed, and expanded into a form, where admin may
change the type of column. Then The file is parsed once more, and
usernames ar calculated. The admin also have a choice of adding common
filegroups to each users, and to prefix the username, lets say put
"2003"  in front of every username, or add everyone to a new class
"class2003A".
