 Indeed it is!  I yanked a copy out of one of the personal home
directories on developer.skolelinux.no:
http://developer.skolelinux.no/~perh/skolelinux/www/info/prosjektet/driftshandbok/
It may not be entirely current, though

It has a version of the English translation, too:
