As I understand it, the limits were set low to avoid problems with old
versions of dpkg. If the dpkg we use can handle (much?) larger file
lists, then we can raise the limits high enough to let dpkg install
all packages in one go.

Yes, it's a workaround, but it seems to be much easier than making apt
understand dependency cycles.
